About the Job
The Program Manager is responsible for working with the Portfolio Manager, Business Owners and Sponsors within Rest to deliver successful business outcomes by initiating, planning, leading and managing programs/projects to deliver required business and technology solutions. The role requires monitoring and regular reporting on Program/Project progress in line with Rest’s project delivery and governance frameworks with specific emphasis on People & Culture (HR).
- Delivery – Manage change initiatives as prioritised by the Sponsor & Business owners in the P&C; area. Manage projects from initiation through to closure,
to ensure that projects are appropriately structured to achieve the maximum chance of success (time, budget, scope, quality) and position Rest in the best way possible to achieve target benefits by intended dates. Ensure efficient and timely monitoring and reporting to required stakeholders
- Financial Management – Manage the preparation of project cost estimates for gating submission/funding approval, and subsequently manage and report project delivery against agreed costs, to; maximise operational efficiency, optimise the cost / benefits of resource mix, forecast and manage the cost impacts of scope change
- Benefit Management – Monitor benefits against what was predicted in the business case and ensure all participants are informed and involved throughout the change programme.
Awareness of dependences between the project and its benefits and actively managing these in liaison with the impacted REST business units
- Stakeholder management – Engage, inform and negotiate with stakeholders, particularly the sponsor, business owner, impacted Rest business units, vendors and parties responsible for the services, to ensure stakeholders remain engaged and committed throughout the project
- Project Governance – Adherence to Rest delivery methodology and governance framework to ensure stakeholders have a clear understanding of their role and that the required decision making and escalation processes are in place to help achieve the required outcomes
- Partner and vendor management – Manage vendors to deliver solutions for the project to ensure adherence to schedule, quality outcomes, cost effectiveness,
appropriate risk management and seamless integration with other project delivery streams, including:
- Monitor and report progress and performance against agreed deliverables and quality and performance expectations;
- Manage contractual performance and quality, ensuring program requirements are met effectively/efficiently and problems are managed and escalated when required
- Liaise with outsourced providers to ensure their deliverables are met and project is on task
- Risk and Issue Management – Effectively manage risks and issues by identifying and documenting risks and issues to projects and developing effective mitigation/management strategies according to Rest risk framework by:
- Leading and managing the identification of risks and impacts associated with project delivery
- Managing and leading the development of risk mitigation plans
- Facilitating informed risk management decisions by reporting and communicating risk assessments and plans to the necessary stakeholders
- Direct the identification, monitoring, reporting and escalation of issues and/or problems associated project delivery, including challenging and influencing stakeholders as required to enable the achievement of project deliverables and benefits
- Lead, mentor and guide project team members to:
- Ensure that resources are optimally utilised
- Build capability across Rest on methods, techniques and approaches to project management
- Assist in the creation of an appropriate delivery team to realise the project outcomes.
Qualifications
About You
A key success factor is program management experience, leading and successfully delivering high impact Human Resource (HR)/ People & Culture related programs & projects.
Required experience, understanding or credentials including:
- Project Management Certification e.g. PMI/Prince 2 Certification or equivalent Scrum master/Agile certification
- Demonstrated program management experience, leading and successfully delivering Human Resource (HR)/ People & Culture related programs & projects with budgets collectively in excess of $5m, ensuring delivery of projects to budget, time and quality standards
- Experience delivering all aspects of the work – People, Process and Technology
- Coaching and leading non-delivery SMEs towards successful delivery of target outcomes
- Planning, leading,
managing and motivating a multi-disciplinary project delivery team, applying best practice project management methodologies, managing both internal and external (contractors and vendors) to achieve outstanding results
- Working through detailed “project” level delivery where required based on the needs of the program/team/organisation.
- Managing financial and performance analysis with extensive project reporting.
- Highly developed strategic, analytical, problem solving, issues management and evaluation skills to deliver innovative solutions with a strong eye to detail whilst keeping the big picture in view
- Excellent written and verbal communication, facilitation, consultation, negotiation and reporting/presentation skills, including the ability to influence people at all levels,
and foster and maintain collaborative working relationships both within and outside the organisation
- Team player with strong interpersonal skills that demonstrate a proven record of success in influencing and negotiating with multiple stakeholders to manage and resolve complex issues and disputes and management of diverse stakeholder expectations
- Proven ability to work under pressure, meet deadlines and priorities workloads
Desired experience, understanding or credentials including:
- Knowledge of HR processes and systems.
- Strong experience and knowledge within HR environments working for or with superannuation funds
- Knowledge of business continuity planning and risk management with a risk control mindset
Sound governance methodology with documenting decisions and framework
