About the National Measurement Institute
The National Measurement Institute (NMI) is the Australian Government’s national measurement authority. Australians rely on measurement every day to stay safe and healthy, to be confident they get what they pay for, and to level the playing field for business. About the Chemical and Biological Branch
The Chemical and Biological Metrology Branch provides measurement standards such as certified reference materials. These include pure chemicals, gas standards, matrix materials and DNA standards. The branch also co-ordinates proficiency testing programs to assist laboratories assess their ongoing quality and performance. The branch houses three of Australia’s national testing laboratories for anti-doping, forensic drugs and ultra-trace analysis. The branch delivers services across all of these fields and carries out research and development to enhance our capabilities in line with national and international requirements.
The role will report to the Chemical and Biological Metrology GM and work closely with the managers within the branch.
The role will also liaise with business development functions across NMI to ensure a whole of NMI perspective.
The opportunity
We are excited to be offering a role that will focus on building the profile, impact and sustainability of the National Measurement Institute through leadership in the Business Development area of the Chemical and Biological Branch. The BD focus is identifying opportunities, growing engagement and business activity in the Chemical and Biological space.
Overall, the BD manager also contributes strongly to client management such as convening periodic client meetings and visits. They provide support for NMI’s participation in events, external communications and promotional activities.
The manager plays a key role informing Branch capability development priorities aligned to stakeholder needs and the strategic objectives of the NMI and our Department.

We are looking for a candidate with:
- Relevant scientific tertiary qualifications with a minimum of 5 years relevant work experience in a science-based business environment, combined with a strong grasp of Business Development in the area of chemical and biological services.
- Strong strategic thinking and organising skills to support Branch management objectives regards shaping the Branch offer,
informing capability development priorities and improving business systems.
- Ability to apply sound judgement for the majority of client management contexts, engaging with senior NMI management for advice and support where complex matters arise.
- Ability and drive to engage successfully with stakeholders in many contexts, to build productive collaborative relationships internally and externally.
- Excellent communication skills, including the ability to translate and convey scientific terms and contexts in an easy to attain manner for non-technical audiences.
- A demonstrable knowledge of the context in which NMI operates as part of the Department of Industry Science and Resources, seeking to support Department objectives and industry stakeholders.
- Excellent skills with Microsoft Office applications and other relevant computer applications, including the use of applications for visualisation of data such as PowerBi.
- Ability to work across a breadth of areas, collaborating with scientific managers and bringing a consultative approach to negotiations and interactions.
- Experience reviewing legal documents and working closely with legal teams.
- Highly developed stakeholder engagement skills, with excellent client and interpersonal communication skills and demonstrated ability to negotiate effective outcomes.
- Ability to adapt to Government priority changes
What you will do
- Actively participate in strategic engagement activities across government and industry, leading or supporting as appropriate, identifying opportunities, and building relations.
- Engage and develop client relationships aligned to NMI’s strategic priorities, identifying potential new client opportunities and new needs for existing clients.
- Manage key accounts for the branch, particularly with international distributors for the branch’s services, working with DISR legal to ensure effective agreements are in place and managing these relationships.
- Work with legal team to ensure all agreements are in place, including the elaboration of risk assessments.
- Conduct market and sales analysis associated with the branch’s services, monitoring and reporting on trends.
- Collaborate with scientific managers to develop a systematic BD and engagement plan including monitoring of upcoming relevant forums, events and conferences.
- Where appropriate, participate in programs, conferences and other forums that inform NMI on market trends and industry and government priorities, promoting NMI across these forums.
- Co-ordinate the development of marketing materials and online material - including social media.
- Actively work with NMIs communications team to drive promotional content and newsletter information.
- Actively contribute to a positive and healthy workplace encouraging an environment that respects everyone’s contributions and values diversity.
- Use various software systems to collate accounting and sales information for data analysis on sales.
- Ability and drive to engage successfully with other branches across NMI to share current business opportunities.
- Ensure there is excellent communication across NMI business development, including the ability to translate and convey scientific terms and contexts in an easy to attain manner for non-technical audiences.
- A demonstrable knowledge of the context in which NMI operates as part of the Department of Industry Science and Resources, seeking to support Department objectives and industry stakeholders.
- Contribute strongly to whole of NMI BD Cohort activities and strategies in a shared leadership context with colleagues from across the Division.
- In collaboration with scientific managers, lead periodic systematic holistic capability and scope of offer reviews for the different sectors, including costing reviews. Strategies for ensuring cost recovery for both high and low frequency service offerings is important.
- Communicate actively with other agencies across government to identify areas in which the NMI may support them.
Eligibility
Tertiary qualifications in chemical, biochemical or biological sciences and 5 years relevant experience are required. Adjunct qualifications in business management and marketing would be viewed favourably.
To be eligible for employment in the APS and the department, candidates must be Australian Citizens.
Positions require a Baseline security clearance and successful candidates will be required to obtain and maintain a clearance at this level.
